IE matainence group policy

I have set our default domain policy to show homepage xyz.com
and on certain OU's I have set it to abc.com, I run results wizard and it
shows the users in OU to be getting home page abc.com, but in reality they
are getting xyz.com

any ideas?

Found my problem

default policy had disable home page change enabled, stopping ou policy from
setting home page
