I upgraded Vista Home Premium to Windows7 32 bit all went well except my Haupaggue 1800 card is not

Upgraded with Home Premium upgrade disc. 32 bit. HPPavillion m9000 Desktop. I upgraded to be able to use QAM features of the Haupaggue 1800. Now I am unable to set up the TV signal. I upgraded the drivers from Haupaggue. Windows device manager tells

me the card is functioning properly and that the driver is up to date.
