Window 7, German to English, not internet connection

I live in Ireland and built my own computer, I bought all the parts from Holland, including Windows 7 Ultimate 64 bit in German. I have been able to install Windows and get through start up. I however cannot connect to the internet so I cannot update to

allow me to switch to English, and because I can’t speak German I have been unable to sort out the connection problem. Is there any way to update without the internet? I can’t seem to find the language pack online
