Bug report: After windows update today 2013-03-09 and rebooted, cannot display unicode character any

Language for non-unicode programs already correctly set. However, after today's windows updates 2013-03-09 and rebooted, unicode characters cannot be displayed anymore.

 

Don't know if this is caused by the updates or not.
