I uninstalled 9- 7 came back-what happened to 8

I am disappointed in 9. It is supposed to be faster and better. It stalls a lot and I have to keep rebooting to stay connected to theinternet. Okay I did all that about going into Tools ,Control Panel and resetting. It does not help. When I uninstalled 9,, everythingwent back to 7. Why did it not go back to 8
