video or audio stalls and buzzes every 30 seconds

When I run video or audio about every 30 seconds there is a slight hesitation and buzz while playing. Has anyone in the community experienced this phenomena? If so, how did you resolve it. This is on my Dell laptop Inspiron 1545.
