Error 670 Security Update for Microsoft Silverlight (KB2814124)

I have tried 3 times to download the update on windows 7 computer, 64 bit.

I have PC Tools, I have never had a problem before, just in case I added it to my allow list.

I also allowed it on my windows firewall.
