My Background Intelligent Transfer Service is missing, and my windows update doesn't work, get error

My background says it all. I'm using windows 8 64-bit. I try to download and install updates but it give me error 80246008!! what should i do? please help. btw im not a computer geek so i need step by step instructions. thank you very much
