chrome won't install on Windows 8

I have downloaded Google Chrome for Windows 8. Saved the file to Downloads, but double clicking on the .exe file does not launch the setup.

 

there is no Chrome app in Microsoft Store.

 

Tried installing Firefox, too. Successfully saved .exe file, but it won't launch either.

 

The directions at "Get Your Google Back" aren't working for me.

 

Any help woiuld be appreicated.
