Can't shut down or restart pc :(

My pc won't budge! Even if done manually it just sleeps. It's been going on for a month. I've tried every possible trouble shooting solution. Used performance maintenance and it seemed to fix detected problems, even for updates. Then I used clean up disk

and deleted recommended unnecessary files. Even purchased a PC utility kit online to fix some 1000+ problems. All done. Still can't shut-down. I even downloaded SUPER

AntiSpyware and Autorun as recommended in response to a customer's question (followed instructions) and that has a pending "Setup is requesting authorization..." note on my screen which has been there for more than 2 hours now and nothings

happened!!!??? It's driving me crazy!! Please HELP? (FYI: prior to this problem my screen would freeze followed by another problem whereby upon starting up pc, everything would start up normal until I logged in and screen would just go blank yet it seemed

to be running as normal - I used trouble shooting performance maintenance and seemed to resolve problem)
