Can not install on Windows XP Home Edition KB 951847 which is .Net 2.0 SP1 getting error code 0x643

Automatic update continues to fail. Recently had to reload everything on the computer because it crashed. System information shows I have Windows XP SP3, But can not upgrade to the latest .Net Framework SP
