Do I Need Python Installed?

I understand that Python is a programming language, but If I'm not a programmer why do I need it or is it necessary for other programs to work?

I have Python 2.6: 2.6.1 and 3.3.0 installed. Can I safely delete all or some of the versions?

I have Windows 7 Home Premium 64 bit using Internet Explorer 10.
