How can I get off preparing to configure? I cannot get into windows at all to do any of the suggest

Toshiba Satellite P750 using Windows 7It keeps saying "Preparing to configure Windows...", but never leaves the screen unless in SAFE MODE it goes for hours and then says "Failure to configure. Reverting..." I cannot get into Windows at all. I've tried every suggestion I have found on here and

cannot get anywhere! I'm using another laptop to try to find solutions. I have a completely disabled laptop right now.
