How do I replace the right click "NEW" folder option.

Windows 7, from my desktop, or any place for that matter, right clicking to obtain a "new" folder option is not there. In other words if I right click to add a new folder, new is there but everything else is there when I right click but it does not give

me the option to add a New Folder.
