If this is a retail product, try SFC /SCANNOW

Run System File Checker

This problem may occur if some core system files have been removed or

replaced. To resolve this problem run System File Checker (SFC) scan to

identify missing system files. Then, replace these files. To run SFC, follow

these steps:

1. Click Start, click Run, type cmd, and then click OK.

2. Type sfc /scannow, and then press ENTER.
