Windows Update fails more often that not.

!. Windows Update fails more often than not. 2. Cannot install Win&amp SP1 (even with a cd). 3. B/c of all this, I cannot install IE10. 3. Lost all my contacts/people in Outlook.com. Please, can anyone help me??
