System Restore vs Windows Backup

I recently setup System Restore on my Win 7 computer:

 

Control Panel &gt System &gt System Protection

 

with around 7 GB of storage.

 

However, I noticed that (also from the Control Panel):

 

Control Panel &gt Backup &amp Restore

 

that Windows Backup had not been setup.

 

Are System Restore and Windows Backup two separate functions?
