I can't open any link in an email because of restrictions on the pc applied after the last MS update

After my system automatically downloaded the newest updates from Microsoft, I can't click on any link in an email without getting the message that this action has been canceled because of restrictions on this PC please contact your system administrator.

 

 

My login does have administrator access.

I'm running Windows 7 ultimate, Office 2010, IE 10.

 

How can I fix this?
