why can't I create a new folder in win 7

I tried to run windows update and it failed. I then ran 6 optional updates and after restart, I had a black screen, like I was in safe mode. I restarted and thought it was back to normal, but now I can't create any new folders, even via the menus. Why

can't I create new folders now?
