update tool was unable to start (Windows 7)

I use a laptop personal computer with a Windows 7 operating system

 

each and every time I start my machine, the following error message is generated:

update tool was unable to start

 

the python runtime could not be found

 

to fix the problem use the uc_image_path environment variable to provide a path to a valid image

any suggestions?
