Critical Update which installs Internet Explorer 10 results in error "Unable to display webpage" on

The following was recently installed by automatic update:

I currently have Internet Explorer 9 and Windows 7. Following the update I get the error message: "Internet Explorer cannot display the webpage" on all page requests. If I restore to a point prior to the Update everything works again. Then the next day

the automatic update comes down again and I am back to the error message. Then I restore to that same point and I am OK.
