Windows 10 black screen w/ Cursor -> Formatted but start up error

Hello,

 

 

I was previously having an issue with my laptop whereby when I logged in to my account on windows 10 where all I had was a black screen with a cursor. This even happened when I loaded up in safe mode. I tried everything: tried resetting my GPU driver, created a new account, scf scan in command prompt, etc.

 

 

However, I just reinstalled/formatted windows 10 last night through the repair menu. However, now I am in a issue where I am stuck in a loop. I get to select my language, and sometimes my internet connection, and then it tells me to wait and restarts after about 5 mins. I am told that there is an issue with my "start up". I have tried plugging in an internet cable as that is what it suggests but nothing seems to fix it.

 

 

Does anyone have any advice? It is Windows 10 Home 64 bit.
