Windows 10 Pro pack upgrade problem

I have a base Windows 10 Home edition that was purchased as a retail ESD LTU for which I need to upgrade to Pro edition in order to use Hyper-V. I have purchased the Pro pack from store which got activated the first time really quick.

Last week I had to reinstall the Windows OS and I made also and upgrade to the SSD that host the OS for better performance but I was unable to activate the Pro pack.

After an hours of talking with support, both local and with virtual agents I only manage to get my money back and I was told that because I have reinstalled the OS on a new SSD that changed my system and Pro pack is valid for use with the same hardware. I haven't heard something like that ever, even OEM editions had some kind of flexibility regarding storage devices, and I have retail Home edition.

This experience is very frustrating for legit users, and it's like a punishment for not buying the Pro edition from the start.

My questions are:

1. Is there a link between Pro pack product from Microsoft Store and the hardware? Shouldn't the product be linked to Microsoft account and not hardware?

2. I would like to purchase again the Pro pack after my money will get returned but is there a way to activate the Pro pack so such issues will be avoided in the future?
