What causes external HDD to start Windows automatically even after shutdown & how to fix it?

 

  1. I have external "seagate backup plus drive" connected to my Windows 10 Pro. I shutdown Windows and it starts automatically.
  2. I disconnected external "seagate backup plus drive" and issue resolved.

 

I would like to know how can i fix this issue without having to disconnect "seagate backup plus drive"?
