After restarting, I opened the Windows Update UI (via Control Panel) to verify the installation. However, the time shown next to "Updates were installed" was one hour before (8:08 PM) the time at which I actually installed the update. Just to do a sanity check, I clicked "View update history" and opened the details for the update I installed: sure enough, it showed the correct time of 9:08 PM. It seems like the main UI is using EST instead of EDT.
