Internet 'options' grayed out

How can I fix this problem? When I try to change my default browser

(homepage) my browser option is grayed out. When I try to use tools,

internetn options from the browser toolbar, the message I get is..."This

operation has been cancelled due to restrictions in effect on this computer.

Please contact your system administrator." This is a home PC, and there is

no system administrator, except myself? Does this all have to do with those

XP updates that were not working correctly a while ago? I also run Windows

Defender. Could this be affecting it? My browser is currently locked on

http://www.live.com. I want to change this homepage, but I'm not being allowed. If

anyone has a solution and understands my problem, I am all ears. But please

keep it rather simple as I am not an expert.
