Set Japanese IME to hiragana by default

Hello there

The best thing you can do is update Windows. important points:

1. REMOVE the Japanese language before updating.

2. UPDATE WINDOWS and finally RESTART the system.

3. Now, INSTALL the language and the PACK and SET MY WINDOWS DISPLAY LANGUAGE.

*For me, these methods worked.
