Unable to download SP2 for XP (EULA Not Accepted)

I have been unable to download SP2 for XP using Automatic Updates or by

manually downloading the very large SP2 update file. I am receiving a

message I have not seen in the discussion groups that I've checked:

 

'You chose to skip all available updates, so no changes were made to your

computer.'

 

I have been able to download and install the other non SP2 updates. I

simply can't download SP2.

 

I have validated Windows.

 

When I look for the details on another update screen, I see the following:

 

' The following updates were not installed

Windows XP Service Pack 2

 

Problem: End User License Agreement (EULA) Not Accepted'

 

Can anyone help point me in the right direction? I can't seem to figure out

what went wrong. I've done a Windows installation on various computers about

a dozen times without this problem. Thanks in advance for any suggestions.

About the best thing I have done for this problem is to order the SP2 disk

from Microsoft and run it from that. Then if it will not work, reinstall

the OS. Worked for me.

This behavior may occur if a third-party content filtering program, such as Guard-IE or

GuardWall.com is installed on your computer. These types of programs may prevent a message

or a dialog box, such as a dialog box that displays the EULA, from appearing.

Thanks - this is what happened. I thought I had disabled the pop-up blocker

but I guess I hadn't. When I turned off the pop-up blocker I was able to

sign the EULA which I hadn't seen before.
