Update to Windows Subsystem for Android™ on Windows 11 (January 2023)

Today we are shipping an update for Windows Subsystem for Android™ on Windows 11 to all Windows Insider channels. This update (2211.40000.11.0) will update WSA to Android 13, general reliability, and performance.
