How can I get on the phone with Microsoft tech support for Excel?

I have gone through various means of trying to contact Microsoft on this and receive nothing but automated replies if I get a reply at all. When I request help through the Microsoft site, I am redirected to the message below "This service is currently unavailable. Please visit this link to contact Microsoft Support."When I call, I am directed by a bot, which clearly will not patch me through to an actual human, to the Microsoft Admin Center and not given any direction on how to open a service request. I would just like to know how to get ahold of someone on the phone or open a servic
