There's a green line constantly blinking under the taskbar. I searched for solutions but could not find any that works.

My PC was completely normal until this green line randomly appeared and blinking under the taskbar. Tried everything to fix: upgrading BIOS, resetting Windows, updating graphic driver, nothing seems to work. I don't think it is a hardware issue because when I use offline scan in Windows Defender, the line disappeared.
