hello ,how can I access command prompt?

I’m stuck at “pin isn’t available “ tried restarting while holding shift but there was no command prompt there ,and tried with a flash drive that have a windows installer there and it didn’t even boot up and tried reset it three times to force me to command prompt and it didn’t work so I can’t access my pc and command prompt , what can i do?
