How do i recover a hacked account

I have been using two of my microsoft accounts for years and then one day i got a message when logging in saying the account didnt exist anymore. When i talked to a support agent they said that it had been hacked and was now at the address *** Email address is removed for privacy ***, when i tried to use the account recovery tool it wouldnt send me an email when i finished and i have tried multiple times and now it says that i have tried too many times and will have to wait 24 hours.
