Error 0x800713AB :( (Have good internet connection but I cant use Microsoft store)

Hello, I really need to fix this. I have been stucking with this for a month :I connected internet using the hotspot of my phone. I upgraded it a couple of days ago. I tried to connect to the Microsoft store but it kept getting an error 0x800704cf at first. so that I tried to fix it. and I tried several solutions.
