My laptop is stuck in an Automatic Repair startup loop, and I'd like to transfer the files on there to an external harddrive.

I haven't booted it up in about 6 months since getting a new laptop, and all I need is to transfer the files on there to an external harddrive. All attempts to reset while keeping my files have failed, as have all troubleshooting attempts. Every action is met with the response "There was a problem doing x. No changes were made." I cannot uninstall quality or feature updates, and I cannot perform a system restore.
