How can I change my PIN back to a recently used password? (Windows 11)

Recently I had a pop up that said my organization required me to change my PIN, I did so and thought I could change it back later. I disconnected my work and school accounts so that I no longer get this pop up in the future, however I recieve a prompt that says "Provide a PIN that you haven't used recently" when trying to change my pin back to my original. Since I'm using windows 11 home, I do not have access to the group policy editor, and in order to do so, I followed this video: https://www.youtube.com/watch?v=mycKcEacZXQI

then navigated to pincomplexity, and set the expiration and history
