Ram usage is insanely high with nothing running.

This has been happening pretty much the entire time Ive had this laptop. (About 5 months) I have 8 GB of ram and usage goes up to 90-100% while nothing running. Not even my browser. When I open task manager i see normal numbers. The most being Firefox with usually around 100-300 MB of ram.
