I factory reset my laptop and now it keeps looping the start up screen

I have a ASUS ROG strix laptop model number: G513Q. I tried to completely factory reset my laptop no personal files or apps. Everything was going okay until when it tried to install/update windows. Now all it does when I turn it on is shows the start up loading screen and for a split second shows the windows istalling/update blue display and it's stuck at 64%. It goes back to the start up loading screen and it keeps looping the same process even when I leave it on for an hours or 2, still no changes to the percentage. I tried going to windows recovery environment and tried a system repair and
