PC won't boot and files in the OneDrive folder weren't backing up. So I plugged in hard drive to working PC to backup the files and their protected from copying. What do I do?

PC won't boot and files in the OneDrive folder weren't backing up. So I plugged in the hard drive to working PC to backup/extract the files and their protected from copying. What do I do?
