how to transfer windows license from one windows account to another windows account.

my son built a new pc. I have an old pc that has a retail version of windows 10 digital license. I want to trash that old pc and transfer the license to my sons pc. So can I sign into the new pc with my windows account and transfer the digital license from the old hardware to the new hardware? And once I have done that; I can then remove the license from my windows account and sign back into the new pc with a local account and then have my son sign into the new pc with his windows account to transfer the license from the new hardware to his account?
