Folder named ToolLib in C:\ProgramData that wasn't there before. There’s three small .DAT files inside that. The whole folder takes up only 316 KB, and one is password protected. What are these files?

There's this folder that every time I do a full scan says there's 137 files that cannot be scanned because they are password protected. All of them are from one of the .dat files in the ToolLib folder. I don’t know what these files are, and it makes me worried that they are password protected.
