Is there an easy way in Windows when using two monitors to keep a new window from launching in the secondary monitor, or moving it back if that monitor otherwise occupied?

I use a second monitor with three different inputs regularly:1. Regular HDMI from a laptop2. HDMI from a cable TV receiver3. OTA antenna directly to monitorWindows remembers where a window for an application or File Explorer was last used. But, if I've switched the external monitor to a source other than the laptop, and the laptop HDMI cable is still connected, Windows opens the app or utility on the external monitor, regardless whether I've closed and reopened it, or not. Then I have to unplug the HDMI cable from the laptop to have it show on the Monitor 1. This happens whether I have th
