I have an issue with my Temp file. It is not listed and any program I try to download gives me an error. Is there any way that a novice can fix this?

Am having several problems. Am trying to determine why: (1) can't connect a bluetooth device. It is showing in Device Manager but says it is not connected. (2) I have also been getting a Win driver error(3) Download error "Error writing temporary file, Make sure your temp folder is valid" - I don't see my Temp folder, does it need to be recreated
