Unable to access internet when installing Windows 11 from scratch (using Wifi dongle)

I have a desktop computer with a wiped SSD (no system on it). I installed Windows 11 by putting it on a USB drive and booted on the new PC. At some point the PC went idle with a black screen so I had to press the power button once to restart it manually (not a long press, just simple press), but it seems to have gone ok.Now the Windows 11 onboarding screen shows up, but quickly asks to connect to the internet. This PC does not have a Wifi card. So I ordered a dongle (TP-Link AC1300 Nano Wireless MU-MIMO USB 2.0 Adapter), and plugged it in. It blinks green and I can select my router in the onbo
