How would I make a "fake" mic input? (a mic input that doesnt pick up audio, that is just there without it picking up any sound)

I want to create a mic input to use for gaming so I can hear the people in the games over voicechat and they can't hear me. I have seen programs creating a new mic input, for example a voicechanger. I want to create a mic input like that, but it doesnt work/pick up any sound and it isn't connected to a real microphone.
