How do I disable getting asked to backup to one drive or sign up for office 365 EVERY TIME I restart.

Rebooting causes a white question screen to appear after entering my password to login. I have already configured my own backup settings and have negative interest in using 0365. I need to disable this as playing 20 questions with microsoft to use the computer I paid for is unacceptable. How has windows gotten to the point that it itself is adware?
