Combo Cleaner Program Files won't Delete, still pops up asking for updates almost Every Hour

I uninstalled Combo Cleaner as I didn't need it anymore and I found the update pop-ups quite annoying.After uninstalling, combo cleaner kept popping up asking for updates even though I uninstalled it. When I go into my computer's program files, I can still see that it's there, and it is still always running in task manager in the background.Whenever I attempt to delete the combo cleaner folder from my program files, a message pops up saying I need permission from SYSTEM in order to delete it. I have been trying to figure this out for hours, because the message pops up no matter what I am doing
