Why isn't there a way to train Voice Access as with Voice Recognition tool in windows?

Voice Access recognizes voices from anywhere in my house while I'm attempting to use it while in front of my pc. This includes other people, TV SHOWS and music. I'm using Microsoft Windows Version 23H2 (OS Build 22635.4805). Why isn't there a way to train it as with Voice Recognition tool in windows?
