Microsoft Print-to-PDF missing, after confirming enable in Windows features. CONFIRMED SOLUTION

After running firmware and software updates for  a Dell OptiPlex SFF 7020, Microsoft Print to PDF was not displaying in Microsoft list of printers. I checked in the "turn Windows features on or off" setting, and the feature was enabled. I ran a slew of system scans to try to resolve the issue, but nothing worked. Luckily, I had a colleague that was gracious enough to assist me with this issue, and he ended up finding a workable resolution. Looking online, there was not a recent MS forum or reddit post that outlined the steps below, so I thought it'd be useful to the internet to post this.
