The Start Menu’s Power Button Fails to Respond Once

I can open the Start menu by pressing the Windows key or clicking the Windows 11 icon on the taskbar, but the power button within it behaves strangely. After Windows starts up, the power button doesn’t respond to the first click. However, it doesn’t always fail every time—it sometimes works normally, though the issue’s reproducibility is unclear. I haven’t installed any third-party security software, and Windows Update is fully up to date.
